Concerted Action for the Energy Efficiency Directive (CA-EED)

The second Concerted Action for the Energy Efficiency Directive (CA EED) was launched by the IEE to provide a structured framework for the exchange of information between the 27 Member States plus Norway and Croatia during their implementation of the Energy Efficiency Directive (EED). It was a continuation of the first CA ESD, which lasted 3 years and ended in June 2011.

The objectives of the CA EED were to:

  • Enhance and structure the sharing of information and experiences from national implementation whilst promoting good practice concepts in activities to improve and strengthen Member State implementation of the EED.
  • Create favourable conditions for an accelerated degree of convergence of national procedures in EED related matters
  • Complement the work of the Energy Demand Management Committee.

The work of the CA EED was structured around six Core Themes covering the key requirements of the EED:

  • National Energy Efficiency Action Plans as a policy tool
  • Measuring impacts of energy efficiency policies and measures
  • Public Sector: national, regional and local initiatives
  • Energy companies and energy services
  • Funds and financing for energy efficiency
  • Informing and advising final customers

The work carried out within the CA EED was organized around a series of 6 two-day Plenary Meetings spread over the three-year duration of the programme. Each Plenary Meeting involved a number of parallel sessions focusing on specific subtopics within the 6 Core Themes.
